Feasibility Request: The application identifier (Antragskennung) is allowed to be empty

When applying for a new feasibility request the user does not have to enter a "Antragskennung" to proceed, although it is a mandatory field if the automatic generation is disabled.

Steps to reproduce the behavior:

1. Go to https://demo.miracum.proskive.de/
2. Log in
3. Make sure in the Admin interface no Automatic "Antragskennung" is set
4. Click on "Eigene Anträge"
5. Click on "Machbarkeitsanträge"
6. Click on "Neuer Antrag"
7. Fill in the form except the "Antragskennung" field
8. Send the application
9. See behavior
