"Usage Agreement" / "Rechnungsadresse" check marks do not behave correctly

When a user activates the checkbox for "Ich stimme der lokalen Nutzungsordnung zu" and afterwards deactivates it, the check mark in the left column stays in accepted state. The check mark of the "Rechnungsadresse" tab is always present. Probably because there are no mandatory fields in this section.

Steps to reproduce the behavior:

1. Go to https://demo.miracum.proskive.de/
2. Log in
3. Navigate to "Eigene Anträge"
4. Click on "Neuer Antrag"
5. Select the "Nutzungsordnung" tab
6. Activate the checkbox, deactivate the checkbox
7. Note the green checkmark
