Open "lokale Nutzungsordnung" in a new tab

When while creating a new application the user clicks on the "lokale Nutzungsordnung" Link to read it, the link is not opened in a new tab, thus the already filled out form/ the work is lost, if it was not saved before.

1. Go to https://demo.miracum.proskive.de/
2. Log in
3. Navigate to "Eigene Anträge"
4. Click on "Neuer Antrag"
5. Select the tab "Nutzungsordnung"
6. Click on the link which leads to the "lokalen Nutzungsordnung"
7. Use the Browser "back" functionality
8. See behavior
