Improved Filtering for all roles

Currently the filtering is only supported in "Anträge zuweisen" section. Only some status are supported for filtering.

Describe the solution you'd like

Prio1:

• Filter by status 'Eingereicht' (new applications only)

Prio2:

• Add filtering to all roles. Add a dropdown menu that allows sorting by all status.
• Add negative filter option. So that applications that match this filter are excluded from the list.
• Add meaningful filters for the individual roles. E.g. Eingereicht to Transferstelle, 'Noch nicht abgestimmt' to Vote, 'In Abstimmung' to Vote Admin, etc.
• Add "Archived applications tab" like in Transferstelle view to all tabs.
• (Add posibility to sort all applications by Antragskürzel.)
